Iniţiativa localã – sistemul de protecţie cel mai eficient!

Fundaţia Mihai Eminescu Trust va organiza o audiere publicã privind elaborarea unui sistem local pentru protecţia patrimoniului rural construit.

Audierea publicã va avea loc, vineri, 18 noiembrie 2011, între orele : 11:00 – 1300, în Turnul Bisericii Fortificate din satul Viscri, comuna Buneşti, judeţul Braşov.

Cei interesaţi sã participe sunt rugaţi sã-şi exprime mai întâi opinia în scris şi sã o transmitã pânã în data de 17 noiembrie 2011, ora 16:00, la adresa de e-mail: admin@mihaieminescutrust.org împreunã cu formularul de înscriere completat şi cu opţiunea de participare: opinie susţinutã numai în scris, opinie susţinutã inclusiv verbal la audierea publicã sau participant în salã.

Procedura audieriii publice permite oricãrei persoane interesate sã transmitã opinia scrisã cu privire la tema dezbaterii, nefiind obligatorie susţinerea verbalã în cadrul audierii publice.

CALL FOR ACTION

By changing the law on territory and urban planning by the Government’s Emergency Ordinance No. 7/2011 the responsibilities and the attributions of local and regional authorities regarding the territory and urban planning activities are redefined. Therefore, the local public authorities on communal level have the possibility to organize common, specialized services for urban planning and authorization or to delegate the chef-architect’s attributions to a civil servant that has professional training in the field of urban planning and construction authorization.

The law No. 153/5 July 2011, on measure to raise the architectural ambient quality of buildings provides the obligation for local authorities to inventory all the buildings where façade restoration is needed, to elaborate an action plan, to establish priority action zones, as historical centers. Also the exemption from the building tax payment for 5 years, for those who restore their facades willingly is left to the local authority decision.

By the ministry decree, the mandatory public consultation regarding the authorization of the urban plans and the construction authorization was approved as well. This way the civil society will have access to information related to urban planning documentation and future constructions.

All these legal provisions, adapted to local needs can form a protection system of the built heritage, which by the local approach will offer a set of efficient measures for the conservation of the cultural heritage.

The public hearing will take place on Friday, the 18th November 2011, 11.00-13.00 o’clock,
in the tower of the Fortified Church from Viscri, Buneşti Commune, Braşov County
Your opinion counts and we consider that, together, we can encourage this local initiative that can be implemented on national level for the conservation of the existing rural heritage.

Is a local system for the protection of the built heritage achievable? Are the proposed measures for the protection of the rural heritage from destruction efficient?

The initiators aim to ensure a rigorous and accessible framework for the debate using the public hearing procedure.

By this procedure we invite you to express your opinion in writing (deposition), maxim 2 A4 pages, related to the attached motivation. We ask you to send it to the following email address: admin@mihaieminescutrust.org, together with the completed registration form, ticking one of your options: you send your written deposition, you intend to state your opinion verbally at the public hearing or you want to be in the audience at the public hearing.

We inform you that an expert committee will analyze all the written and verbal depositions. The committee will elaborate a synthesis report in maxim two weeks from the event and they will publish the result of the collected opinions, completed with conclusions and recommendations for the policy makers.

In case that you gave us your contact details by completing the registration form, you will receive the experts report to the given address.

We emphasis that the public hearing procedures’ rule requires those who want to state their opinion verbally to present their deposition in writing until the 17th November 2100, 16.00 o’clock.

For stating the verbal opinion maxim 3 minutes are allocated and it will highlight the main ideas from the written deposition. Those who haven’t sent their opinion in writing until the mentioned date are not allowed to sign up to speak.
